            - Animal Rights Initiative (ARI) is proud to announce the introduction of New York Senate Bill S7421, a bill to prohibit commercial octopus farming. The bill, sponsored by Senator Monica Martinez, follows months of coordinated research led by ARI and advocacy managed by Voters for Animal Rights (VFAR), with contributions from Woodstock Farm Sanctuary, Mercy for Animals, and other organizations dedicated to the humane treatment of animals. Together, the coalition seeks to ensure that New York sets a clear precedent: cruel and ecologically reckless practices have no place in a state committed to sustainability and a biosecure future.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The legislative journey began in March 2024 when Amanda Fox, Executive Director of ARI, and Rachel McCrystal of Woodstock Farm Sanctuary identified the urgent need for legislative action in New York in response to the growing global interest in octopus aquaculture and collectively agreed on pursuit. With localized research contributions from our New York based researcher Angela Catalano, ARI developed a science-based fact sheet tailored to the state's environmental and economic vulnerabilities. The report outlined a series of critical threats posed by octopus farming including water contamination and biodiversity loss to increased harmful algal blooms (HABs). ARI research shows HABs have surged 81% across New York between 2020 and 2024.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The fact sheet and accompanying presentation were delivered to key lawmakers through meetings coordinated by VFAR. On February 1, 2025, ARI and its coalition partners received confirmation of prime sponsorship from Senator Martinez, with the bill officially introduced on April 15th the same year.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “New York’s marine ecosystems and fisheries are already under incredible stress. The introduction of intensive octopus aquaculture, an industry shown to generate excessive waste, spread parasites, rely on an unsustainable feed supply, and potential for large-scale escapes, would pose irreparable harm to coastal biodiversity,” said Amanda Fox. “We are grateful to Senator Martinez and to our partners who worked tirelessly to bring this issue forward.”
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            According to peer-reviewed analysis, farmed octopuses require approximately three pounds of marine animals for every one pound of octopus produced, creating an ecological deficit that undermines sustainable fisheries and marine food security (Jacquet et al., 2019,
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Issues in Science and Technology
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           ). The resulting nutrient-rich waste runoff significantly exacerbates the development of HABs, which in turn threaten wild fish, shellfish, and public health. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Adding urgency to the matter is the legal gap in protections for cephalopods. Octopuses are not covered by the federal Animal Welfare Act, nor are they listed as prohibited aquaculture species in any state except Washington and California. This regulatory blind spot leaves octopuses uniquely vulnerable to industrial exploitation, despite widespread scientific recognition of their sentience and capacity for suffering.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Further, octopuses are solitary, semelparous animals who are prone to behavioral distress in captivity. Documented welfare issues in worldwide aquariums and research institutions include cannibalism, self-injury, escape attempts, and mass die-offs, exemplifying the high-risk nature and immorality of this pursuit.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            By introducing S7421, New York joins Washington, California, Oregon, Connecticut, Hawai‘i, New Jersey, North Carolina and Massachusetts as the ninth U.S. jurisdiction to take a legislative stand against this emerging industry. The full bill text is available at:

           A Hard-Fought Victory for Animal Welfare

           After 2.5 years of relentless effort and extensive advocacy, ESB 5065 marks a significant milestone for animal welfare in Washington. The initiative to resurrect this legislation began in February 2022, having drawn inspiration from previous attempts made by Representative Appleton. Prime sponsorship was secured early on by Representative Leavitt and Senator Liias in August 2022, both lawmakers determined to ending this cruelty. Since then, the bill has evolved through numerous modifications in partnership with a wide array of stakeholders and collaborators including countless Washington residents passionate about protecting animal rights.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           The Need for Change
          &#xD;
    &lt;/span&gt;&#xD;

           Decades of high-profile incidents involving circus acts have underscored the urgent need for this legislation. Elephants used in Washington have been performing for over 50 years, and are older than most members of the state legislature. Viola, specifically, has also escaped three times. This bill eliminates long-distance travel and forced exhibition practices for these majestic wild animals. Specifically, ESB 5065 prohibits the traveling exhibition of four key species:
          &#xD;

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

      &lt;strong&gt;&#xD;
        
            Elephants
           &#xD;
      &lt;/strong&gt;&#xD;

            Non-Domesticated Big Cats
           &#xD;
      &lt;/strong&gt;&#xD;

           This statute builds upon the 2007 Dangerous Wild Animal Act that already banned private ownership of these species, now extending protections by preventing out-of-state entertainment enterprises from transporting these animals through Washington for performance purposes.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Testimony and Hearings
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           At the committee hearings, Animal Rights Initiative representative Amanda Fox testified passionately about the critical need for ESB 5065, d
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           rawing attention to the unacceptable conditions and mounting evidence of welfare violations. With over 40 documented violations for each circus operating in Washington and eyewitness accounts of mistreatment, the need for enhanced regulation was made clear. Wendy Linton also testified on the extensive list of dangerous attacks by snapped animals in the circus, highlighting the risk to public safety and mental anguish of the animals.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           Voices from the Legislature and Community
          &#xD;
    &lt;/span&gt;&#xD;

           Legislators on both sides of the aisle have stood united in support of this groundbreaking legislation. Representative Darya Farivar powerfully captured the sentiment by declaring, “Some traditions deserve to end.” Her remarks resonate with a growing consciousness surrounding our treatment of animals historically. Because we know animals are capable of feeling joy and suffering, we have the power to choose to evolve. We don't need to be so trapped in looking good that we make excuses for our horrific treatment of animals and continue doing it.

           Olympia, WA (March 18, 2025) – Animal Rights Initiative (ARI) is celebrating an overwhelming show of public support following a House Community Safety Committee public hearing on Engrossed Senate Bill 5065 (ESB 5065) this week. ESB 5065 would prohibit the use of certain wild and exotic animals in traveling performances, making it a gross misdemeanor to allow specified animals to perform in traveling acts. They have been working on this campaign with Senator Liias and Representative Leavitt since fall 2022.  At the March 18 hearing, 367 individuals registered their position in favor of the bill, with only 64 opposed, underscoring broad public backing. The legislation has already passed the Washington State Senate with bipartisan support  and is set for a final committee vote (executive session) on March 27, 2025 .
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
           Lack of Oversight and Ongoing Mistreatment of Circus Animals
          &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           According to a concerned researcher named Kris Cameron, there is virtually no oversight of traveling animal acts under current law. In fact, a U.S. Department of Agriculture (USDA) official could not find any record of a circus inspection ever being conducted in Washington state . This means that for years, no federal inspector has been checking on the welfare of animals in traveling circuses, leaving countless instances of potential abuse unnoticed and unaddressed. Without any routine inspections, there is effectively no safeguard in place to ensure these animals are treated humanely or lawfully.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Trainers have been seen threatening elephants with these bullhooks—a steel-tipped rod resembling a fireplace poker - to coerce them into performing. As a result, these elderly, majestic creatures end up living in fear for nearly 99% of their lives under such constant intimidation and harsh training methods .
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Two elephants, Viola and Isa, further illustrate the problem. At approximately 59 and 54 years old respectively, Viola and Isa have been performing in captivity for over half a century—making them older than most members of the House Community Safety Committee that is considering the bill . These intelligent animals have spent their entire lives on the road or under the big top, far beyond the average lifespan of a captive elephant. It is long overdue for them to be retired to a true sanctuary that prioritizes their care, rather than being exploited for every last performance until the day they collapse.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Using animals in entertainment also perpetuates a dangerous fallacy that animals exist for us rather than with us. Every circus performance with wild animals sends the wrong message—that these creatures are merely props for human amusement. In reality, lions, tigers, elephants, and other wildlife do not stand on stools, jump through rings of fire, or give rides by choice; they do so because they are forced through fear and punishment. It is essential to advance campaigns like ESB 5065 to end the commodification of animals and instead grant them true liberty to live as nature intended .
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The track record of traveling circuses underscores why reform is urgently needed. For example, circuses such as Culpepper &amp;amp; Merriweather and Jordan World Circus—both of which have brought wild animal acts to Washington—have each amassed over 40 violations of the federal Animal Welfare Act (AWA) over the years . These violations include repeated failures to provide animals with adequate shelter, space, and veterinary care , showcasing an alarming incapacity to reform.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In recent years, Jordan World Circus has even attempted to evade accountability by leasing its animals from Carson &amp;amp; Barnes Circus. Because Jordan World Circus no longer holds a USDA exhibitor license, any citations involving its animals are now recorded under the leaseholder’s name (Carson &amp;amp; Barnes) rather than under the circus itself . This loophole allows the circus to escape direct scrutiny for animal welfare violations, further highlighting the urgent need for ESB 5065 to end this cruelty.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           Powerful Testimony Highlights Need for Ban
          &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;

    &lt;/span&gt;&#xD;

           During the hearing, a range of animal welfare experts, advocates, and public safety proponents testified in support of ESB 5065, emphasizing the bill’s importance for both animal welfare and community safety. Some key statements from the hearing included:

Reputable acts like Barnum &amp;amp; Bailey have already transitioned to fully animal-free performances.”

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
             •	Drew McCormick (Animal Defenders International): “Even with the best of intentions, traveling acts cannot provide wild and exotic animals with what they need to maintain their physical and psychological health. Circus animals perform through fear, brutal training, and violence.” 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
             •	Isabel Starnes (Local Advocate): “Viola was not acting out of malice—she is a wild animal subjected to unnatural conditions, stressful confinement, and denied any control over her life. Her desperate attempts to escape demonstrate the psychological distress these animals endure.” 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
             •	Wendy Linton (Local Advocate): “No Washingtonian should have to risk subjecting themselves or their children to potential violence, hysteria, trauma, or worse, simply by attending a circus.”
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           These testimonies brought to light the dangers and cruelty inherent in traveling animal acts. Advocates pointed out that wild animals in circuses endure brutal training and constant stress, and several speakers highlighted incidents where animals like Viola the elephant attempted to escape after being pushed to the brink. “This is not just a symbolic ban – it directly addresses real animal suffering and public safety risks,” one advocate noted. Even Committee members took notice; upon hearing that a circus touring Washington still uses live elephants, Chair Goodman expressed concern with the exclamation “Watch out!” – signaling awareness that traumatic accidents could be underway.

           ARI Urges Final Passage and Highlights Broader Movement

           ARI is urging the House Community Safety Committee to advance ESB 5065 in the upcoming March 27 vote, bringing Washington one step closer to ending the exploitation of wild animals in traveling shows. If enacted, Washington would join at least 11 other states and over 50 countries that have already prohibited or restricted the use of wild animals in circuses and traveling acts , reflecting a growing global movement toward animal-free entertainment. Reputable circuses like Ringling Bros. and Barnum &amp;amp; Bailey have reinvented themselves with fully animal-free performances, proving that circuses can thrive without animal acts – a point noted repeatedly during the hearing.

           octopuses lead solitary lives, reproduce only once, can walk on land, and exhibit complex behaviors

            that make them especially susceptible to suffering on industrial farming operations.

           TRENTON, NJ – On Dec 9, 2024, Assemblyman Clinton Calabrese (D-Bergen/Passaic) introduced a landmark bill (#A5078), in the New Jersey General Assembly to prohibit the farming of octopus within the state. Assembly Members Christian Barranco (R-Morris/Passaic) and Cody Miller (D-Atlantic/Camden/Gloucester) joined as joint sponsors, highlighting bipartisan commitment to protecting New Jersey’s marine ecosystems from the ecological and economic threats posed by octopus farming.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           If passed, New Jersey would join Washington and California in prohibiting octopus farming, further solidifying a national trend to address the environmental, economic, and ethical challenges associated with this emerging industry. This legislation aims to safeguard New Jersey’s marine habitats and fisheries, which are already under significant strain, and prevent the irreparable harm of industrial octopus farming operations.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The Case Against Octopus Farming:
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The need for legislative action is urgent as researchers internationally plan to industrialize octopus farming, with the capacity to produce one million octopuses annually. Such operations come with a staggering 10-15% mortality rate—amounting to as many as 150,000 premature deaths each year. These mortality rates highlight the inhumane nature of farming such intelligent, sentient creatures and signal unsustainable practices that carry dire environmental consequences.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Octopus farming poses particular risks for New Jersey’s marine life. Octopuses are voracious predators of crabs and other shellfish, relying on a 3:1 feed-to-production ratio. This means that for every pound of octopus produced, three pounds of protein—largely crabs—are consumed. Blue crabs and horseshoe crabs, which are already protected under New Jersey law due to dwindling populations, would face further predation if octopuses escape from farming operations. Additionally, farmed octopuses can release coccidial parasite spores (Aggregata species), which infect crabs when they consume these spores. Once infected, the crabs act as carriers, spreading the parasites to wild octopus populations and other marine species. This cycle of reinfection could further destabilize New Jersey’s vulnerable crab populations and the ecosystems that depend on them.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Moreover, octopus and crustaceans are now recognized as sentient beings by over 300 studies reviewed by the London School of Economics. This groundbreaking research prompted the UK to formally acknowledge their cognitive abilities and incorporate these findings into their Animal Welfare (Sentience) Act. This recognition underscores the ethical implications of farming octopuses, whose advanced intelligence and capacity for suffering make them particularly unsuitable for intensive farming environments.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In addition, New Jersey has experienced a 30% increase in harmful algal blooms (HABs) since 2017. The nitrogen and phosphorus rich waste from industrial octopus farming would exacerbate bacterial contamination in waterways, intensify HAB occurrences, and lead to increased beach closures, harming tourism and local economies.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “The science is clear: octopus farming is unsustainable and poses catastrophic risks to New Jersey’s fragile marine ecosystem,” said Kerrie Espuga, New Jersey State Director for Animal Rights Initiative (ARI), the organization that sponsored the bill. “This legislation ensures we are taking proactive measures to protect our marine habitats and the livelihoods that depend on them.”

           Impact on New Jersey’s Ecosystems and Economy:

  &lt;p&gt;&#xD;

           New Jersey’s coastal and fishing industries are heavily reliant on blue crab populations, which are already under threat from pollution, habitat loss, and overfishing. The introduction of octopus farming would add another layer of risk, not only through predation but also through waste and environmental degradation. Each farming operation is estimated to generate thousands of tons of waste annually, threatening water quality and coastal health. The resulting algal blooms and bacterial contamination could lead to more frequent beach closures, harming tourism and local economies.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           Horseshoe crabs, essential to New Jersey’s ecosystem and biomedical research, would also face increased risks. Escaped octopuses could severely disrupt the food web, leading to long-term ecological damage and significant economic losses for commercial and recreational fishing industries.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           “This is about more than just protecting crabs,” said Amanda Fox, Executive Director of ARI. “Octopus farming poses a triple threat: environmental degradation, harm to local economies, and severe animal welfare concerns. New Jersey must lead by example in addressing this unsustainable practice.”

           This report, "Unseen Consequences: The New Report on Foie Gras, Human Health, and Ecological Impact," highlights the severe risks associated with foie gras production. Foie gras consumption has been linked to diseases such as amyloidosis, listeriosis, and campylobacter infections, posing serious public health concerns. The process of producing foie gras, which involves force-feeding birds to enlarge their livers beyond natural capacity, not only causes animal suffering but also contributes to environmental degradation, including harmful algal blooms. A study in Belgium showed that foie gras contains some of the highest levels of flame retardants, which are known to cause endocrine disruption and other health issues. Additionally, the intensive farming conditions of foie gras operations contribute to the spread of zoonotic diseases like avian influenza, raising both public health and biodiversity concerns. Given the profound ethical, environmental, and health consequences, immediate policy action to ban foie gras production and sales is necessary to safeguard public well-being and the environment.

            Foie gras, a food product made from the liver of ducks or geese that have been force-fed to engorge their livers beyond what would occur in nature, has long been criticized for animal cruelty inherent in its production. The process requires

Compiled of over 70 studies or reports, the evidence suggests that the consequences of foie gras need to be addressed to safeguard future generations.

Shockingly, foie gras also contains high concentrations of brominated phenols—flame retardant chemicals known to disrupt human endocrine systems, posing even further health risks. Because the livers are compromised, they can not metabolize these hazardous compounds and buildup occurs, which then pass on to the consumer.

This is an ideal environment for Listeria to proliferate, especially in the birds' livers, which are then consumed by humans.

           The evidence presented in this report illustrates that the production and consumption of foie gras, a process that has had 4500 years to refine itself, entails severe ecological and public health risks that far outweigh any culinary benefits. From the environmental devastation caused by intensive farming practices to the significant threats posed by zoonotic diseases, the ramifications of foie gras production extend beyond ethical considerations for animal welfare. The potentially fatal links to avian influenza outbreaks, listeria contamination, amyloidosis, build up of biological system disruptors and risk of exacerbating inflammatory diseases in humans demand urgent attention and action. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

           “You don’t have to look very far to see there’s an abnormality here,” says former biology teacher Amanda Chavira. “‘The accumulation of these issues over time creates a compounding effect with far-reaching consequences that no one should be willing to risk.”

Given the alarming findings, it is crucial for policymakers, producers, retailers and the public to recognize the hidden costs of foie gras consumption and immediately implement prohibitions on foie gras production and sales. This is not only warranted but necessary to protect animal welfare, public health, and to preserve biodiversity. In light of its profound and far-reaching consequences, we need to consider the more sustainable alternatives. A permanent prohibition on foie gras production, similar to measures taken in other jurisdictions, would be a significant step towards addressing these concerns and ensuring a more sustainable and ethical approach to food production.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           To continue to manufacture or sell foie gras in light of the consequences would not only be negligent but in direct opposition to states sustainability goals. Most people trust and believe that products being served to them or are for sale have been regulated for safety by the government. This is an opportunity to follow through on that promise.

           Washington Becomes 12th State to Mandate Cruelty-Free Cosmetics
          &#xD;

    &lt;span&gt;&#xD;
      
           Olympia, Washington - February 29, 2024 -  Animal Rights Initiative (ARI) is thrilled to announce that Washington has become the 12th state to mandate cruelty-free cosmetics. After being reintroduced in the 23/24 legislative session as HB 1097, the bill has successfully passed both chambers of the Washington State Legislature and now awaits the governor's signature to become law.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           ARI first proposed the idea to Representative Walen in the Summer of 2021, and it gained momentum as HB 1615 in the previous legislative session. The bill will prohibit the sale of any newly developed cosmetic if the company used animal testing in its development.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           This monumental win for animals still suffering in the cosmetic testing industries is a result of collaborative efforts between ARI, the Humane Society of the United States, and Pasado's Safe Haven. The bill passed with overwhelming support, receiving a vote of 90-3 in the House and 48-1 in the Senate.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Under this new legislation, companies clinging to traditionally accepted in vivo tests will now be required to use cruelty-free alternatives, such as computer models or human cell-based tests, in order to sell cosmetics in Washington. Animals typically used for cosmetic tests, such as bunnies and guinea pigs, do not share physiology with humans, rendering tests inaccurate 90% of the time.

           Animal Rights Initiative Celebrates Passage of Washington House Bill 1153: Prohibiting Octopus Farming
          &#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

    &lt;span&gt;&#xD;
      
           Olympia, Washington - Today marks a historic moment for animal welfare and environmental conservation as Washington House Bill 1153, aimed at prohibiting octopus farming, advances to final passage out of the Senate. With a vote of 29-20, the bill is now on its way to Governor Jay Inslee's desk to be signed into law.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Proposed by Animal Rights Initiative (ARI) and introduced for the 23/24 legislative session, HB 1153 represents a significant step forward in protecting marine ecosystems and promoting animal welfare. Octopus farming poses an ecological disaster and is a grave breach of animal welfare standards. By taking proactive measures to prevent this industry from taking root in Washington, lawmakers have demonstrated their commitment to safeguarding both animal rights and environmental sustainability.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           Seattle's animal activist community received an insightful training workshop led by Earthing Ed. A renowned author and advocate committed to animal rights, Ed shared his expertise with the city's activists thanks to the collaboration with the ARI. The workshop aimed to equip local advocates with the knowledge and strategies needed to enhance their effectiveness.
